The customs officer sits at his desk, reviewing a new export declaration on his computer screen. His role is crucial—he acts as a ‘gatekeeper’ of international trade, ensuring that goods meet regulatory requirements before they are cleared.
At the core of this process is the customs code number, which determines all subsequent procedures and measures. However, this classification depends entirely on the objective characteristics of the goods. And here lies the challenge: while the data from the export declaration is transmitted digitally to his PC, the actual goods are not physically present.
This makes the registered product description the single most critical piece of information. It dictates the accuracy of all further steps in the process. Differences in interpretation may arise regarding subsequent procedures, but one aspect must always be precise—the goods description. Every declarant has the responsibility to provide an objective and accurate account of the goods they declare. If this most basic and fundamental information is not provided satisfactorily (on an ongoing basis), the main customs office is to be informed accordingly and customs authorisations and, if applicable, the AEO status are to be reviewed.
The classification of goods for tariff and non-tariff purposes (including export control) must be based on the correct description of the goods. Only then are the codes assigned.
