At this roundtable, we will take a deep dive into the PEM rules of origin, continuing the discussion initiated at the roundtable in May. We will also explore the nuances of using Binding Origin Information (BOI).

About PEM: The PEM Convention (Regional Convention on pan-Euro-Mediterranean preferential rules of origin) governs rules of origin for trade between the EU and a wide network of partner countries, including EFTA states, countries in the Barcelona Process, the Western Balkans, and others. Initially adopted in 2013 (EU OJ L54), the Convention was updated by Decision No 1/2023, introducing a new, modernised set of rules—referred to as the 2023 rules—which entered into force on 1 January 2025. These revised rules are more flexible and were unanimously approved by the PEM Joint Committee.

Annette Reiser
Annette Reiser has over 20 years of experience in customs and trade compliance. After completing her second law degree in Germany, she held senior roles in international companies across the automotive, defence, and pharmaceutical industries in Germany and Switzerland, as well as serving as Senior Manager for Indirect Taxes at KPMG and EY Switzerland. In 2021, she founded nettes’globaltrade, working as a coach, lecturer, and author in Zurich, with a focus on Free Trade Agreements and Export Control. She also founded the Swiss Global Trade Expert Group and is Editor of Zoll und Mehrwertsteuer Revue. Annette Reiser lectures at Kalaidos University, the Swiss School of International Business, and AWA Suisse.

Laura Carola Beretta
Laura Carola Beretta has nearly 30 years of experience as International Trade Advisor, dealing with customs law, trade remedies, export controls and embargoes. Laura lectures at the SDA Bocconi School of Management, the International Trade Institute in Dublin and in the Master in Advanced Studies in Tax Law at SUPSI, the business school based in Lugano, Switzerland. She holds a Ph.D in International Economic Law.

Dr Ilona Mishchenko
Dr Ilona Mishchenko is the Editor of the Customs Compliance & Risk Management journal and oversees the preparation of the monthly overview of “UK customs and trade news”. Ms Mishchenko holds a PhD in Law and is an Associate Professor at the National University “Odesa Law Academy” (Ukraine), as well as a lecturer at several European universities. She is the author of more than 80 academic and other papers on various customs-related issues.

This can be either specific cases and questions or wider industry trends. The discussions will go into technical details and will allow participants to learn from peers and exchange views and experiences. We aim to create an open and supportive live forum that also offers the facility to continue discussions online.
